Biography

David is the Co-Chair of SDV Fenchurch, working alongside Tracy Saxe, and is one of the architects of the firm’s international expansion. David qualified as a solicitor in 2001, and started his career as an insurer-side lawyer before founding Fenchurch Law in 2010. Fenchurch Law was the first law firm in the UK to focus exclusively on representing policyholders in coverage disputes with their insurers, and it was consistently ranked in Tier 1 of Legal 500 and Band 1 of Chambers & Partners prior to the creation of SDV Fenchurch on 1st September 2026.

Individually ranked in Band 1 of Chambers & Partners, and ranked by Legal 500 as a Leading Individual in the UK for representing policyholders, according to Legal 500 David is “always thinking one step ahead” and is “a very bright and capable litigator with real tactical nous”, and “an incredibly smart and experienced insurance lawyer who is not afraid to go toe-to-toe with anyone in the industry”. Chambers says that “David is an absolutely fantastic strategic thinker”, and that “he is right at the top of his game and exceptional at what he does.”

In addition to Co-Chairing the board of SDV Fenchurch, David continues to focus on the firm’s international expansion, as SDV Fenchurch builds towards its strategic goals of having a presence in every region in the world by 2030, and then building out within each region in order to ensure that policyholders everywhere are able to challenge their insurers on a level playing field.

David’s own practice is focused on complex and high-value insurance coverage disputes, often related to construction projects, and often with a multi-jurisdictional element. Much of this work involves disputes arising under Construction All Risks (‘CAR’) (known in the US as ‘Builder’s Risk’), Professional Indemnity (‘PI’), and Public Liability (‘PL’) policies. He also advises policyholders and brokers with regard to cyber insurance wordings and disputes, including identifying gaps and overlaps between cyber and non-cyber insurance programmes and advising in relation to ‘silent cyber’ issues. David represented the policyholder in one of the first major ‘silent cyber’ insurance claims in the London market.

Experience

Since 2010 David has secured hundreds of millions of pounds in recoveries for policyholders whose claims had been wrongly turned down. His recent experience includes acting for the UK’s largest pub group in its £1 billion claim arising from the Covid-19 pandemic, and for a state-owned petroleum company in relation to a US$400 million claim under its Delay in Start-Up (DSU) policy for losses caused by Covid-19 related construction delays.

David has particular expertise in complex construction claims, including advising a major property developer on Delay in Start-Up claims arising from the construction of a landmark City of London development. He has also acted for a Tier 1 contractor on a series of insurance claims and recovery actions with a combined value exceeding £100 million.

Recent highlights also includes advising a core participant in the Grenfell Tower Inquiry in relation to claims under its public and employers’ liability policies, as well as representing a prominent design and build contractor in recovering more than £75 million from its professional indemnity insurers for liabilities arising from post-Grenfell fire safety exposures.
